On February 7, 2022, state licensing agencies began checking the Training Provider Registry before the skills test; that gate is still live.

What the notice actually said
The skills-test clerk checked the Training Provider Registry. February 7, 2022 was the last ELDT implementation step: entry-level drivers must complete training with a registered provider before the state gives the knowledge or skills test for a first CDL or listed endorsement.
Providers register at tpr.fmcsa.dot.gov/provider. Classroom plus behind-the-wheel. The registry stores the certification and pushes it to the DMV. That is the plumbing the 2020 delay was waiting on.
If the school is not on the TPR, the state is not supposed to test. That is why dropping nearly 3,000 providers later actually bites. A “we trained him in the yard” story without a TPR record is a 2022 problem, not a 2016 theory.
Self-certification only works if someone audits. The launch is the gate. The later Duffy-era purge is the audit starting to bite.
In-house trainers must be on the TPR. PRIDEUSA is not a school and is not selling seats. A 10-year CDL holder adding nothing is a different file; confirm the endorsement list in the rule.
What it changes on Monday
We still want miles. A TPR checkbox is the floor, not a road-test waiver. If the school later lands on a proposed-removal list, trainees must be told under the later process.
