What the notice actually said
A certificate from a weekend mill is not a CDL. December 2016’s ELDT final rule required knowledge plus behind-the-wheel on the range and on the public road from a provider that meets FMCSA standards.
No required hour count. The provider must certify proficiency. That is how a bad school still tries to cheat, and it is why we still road-test. ELDTAC negotiated the core; the final rule kept a lot of that consensus.
Endorsements — passenger, school bus, hazmat knowledge — have their own curricula. A Class A upgrade is not a weekend sticker if the Training Provider Registry never saw the training.
Compliance was later delayed to February 7, 2022 when the TPR was ready. The 2020 date in this final rule is historical. MAP-21 was the mandate.
Existing CDL holders were not the first-time applicant class. A 10-year card adding nothing is a different file than a 2024 first CDL. Confirm the endorsement list in the rule before you quote a grandfather story.
What it changes on Monday
PRIDEUSA is not a CDL mill. We hire miles and a license the state actually issued after TPR verification. A school that got dropped in 2025–26 is why the registry exists.
We still road-test. A TPR checkbox is the floor, not a waiver of the yard and the road.

We will hire a license that maps to a registered provider and a state-issued card. We will not treat a proficiency certificate from a dropped mill as a CDL.
