What the notice actually said

Someone still sells a 2020 delay as if a 2026 applicant can skip school. The interim final rule moved the entire ELDT package two years so FMCSA could finish the Training Provider Registry and states could wire their DMV systems.

Not a partial delay. FMCSA said a partial delay as first proposed was not workable once TPR slipped. That sentence is why “we’ll do theory now and behind-the-wheel later” was not the federal plan.

The 2020 date in the 2016 final rule is historical. February 7, 2022 is the date that actually started the TPR gate. A 2026 CDL applicant is in the TPR world, plus whatever Duffy-era registry purge applied to their school.

The delay is closed. Quoting 2020 to skip training is a sales pitch, not a rule.

We hire against a license issued under the rules that were live at issuance. A 2019 CDL is a different file than a 2023 first-time Class A. Do not mash them.
