What the notice actually said

The PSP print is not the Clearinghouse. FMCSA launched the Pre-Employment Screening Program so carriers can pull a driver’s inspection and crash history from MCMIS: up to five years of crashes, three years of inspections, all states.

PSP exists because a CDL print does not show every inspection. MCMIS is the federal well. DataQs is how a driver fights a bad inspection sitting in that well. The snapshot refreshes monthly.

Drivers can review and dispute. Fees apply. psp.fmcsa.dot.gov. Privacy and consent work as designed; we treat the fee as a cost of a hire, not a garnish surprise on a driver’s first settlement.

A clean PSP with a Clearinghouse fail is still a no. Three tools: PSP, Clearinghouse, 391.23. We use more than one.

Safety Performance History is the prior-employer call. Clearinghouse is drug and alcohol. Skipping PSP because “we have the other two” is how you miss a roadside pattern that never became a failed test.

What it changes on Monday

Safety runs PSP plus Clearinghouse plus 391.23. We do not skip PSP to hire faster. A driver who refuses the PSP process is an incomplete file — that is a no.
