What the notice actually said

The grant award PDF is not a fuel surcharge. FMCSA awarded $80,714,223 in High Priority grants to strengthen CMV safety under MCSAP — technology, parking-availability awareness, high-risk corridors, public education.

Individuals and for-profit businesses cannot apply. States, locals, tribes, nonprofits, and universities are the class. If a broker forwards this as “DOT is paying carriers,” hang up.

Applications go through FMCSA’s grant review, not a load board. A corridor-enforcement project in another state does not move a Joliet window or cut a Chicago rate.

BIL-era HP money also nods at veteran CDL training, CDL processing, Women of Trucking, detention studies, and the leasing task force. Those are federal workstreams, not a recruiting coupon.

This is the earlier $80.7 million award announcement. FY25 is a later cycle with its own notices. Do not mash the two into one “DOT grant” story on a tender.
