What the notice actually said
I-294 at 21:00, lot full: a 2023 High Priority award does not open a stall. FMCSA announced more than $80 million under the Bipartisan Infrastructure Law, including a 65 percent increase in parking-project funding versus the prior year.
Recipients are states, locals, nonprofits, and schools. Your broker’s DAT post is not a grantee. A Lake Bluff trucking company does not cash this check.
Named examples in that era included a Caldwell County, Texas plaza, a Caldwell Parish, Louisiana 50-truck lot, and I-4 Florida capacity of about 120 spaces. RAISE and INFRA parking earmarks in the same political season — Caldwell County $22.9 million, I-4 $15 million — show how slow capacity actually appears.
A 2023 award is not a 2026 empty stall in Joliet at 21:00. Treat the dollar figure as a construction pipeline.
Forty percent of drivers hunting a spot for an hour is still the hours-of-service problem this money is aimed at. It is not a linehaul discount and it is not a reason to cut a Chicago live-load rate.

We quote Chicago live-loads with parking already in the 14-hour math. A Florida I-4 plaza does not move a Bolingbrook window, and a Louisiana 50-truck lot does not change a Joliet appointment.
