What the notice actually said

A 10.5-hour pamphlet is not today’s ELDT. August 2003 NPRM: extra training for CDL holders with under two years’ CMV experience — driver qualifications, hours of service, wellness, whistleblower protection.

About 10.5 hours estimated for truck and coach, 4.5 for school bus. The proposal did not set those hours as a hard mandate. Employers had 90 days to train current entry-level people. One to two years’ experience plus a clean record could be grandfathered.

ISTEA 1991 told USDOT to train entry-level drivers. This is an early, small curriculum. Transit was excepted. MAP-21 later demanded the bigger ELDT and TPR system. Quote the 2016/2022 stack for anyone getting a CDL now.

Keep the dates straight or you will hire on a 2003 grandfather story that does not exist for a 2024 first CDL. This is the ancestor, not the 2022 gate.

Whistleblower training was one of the four 2003 topics. Coercion and complaint rights still exist in later rules. Do not use this NPRM to skip school.
