Minnesota: one-third of sampled non-domiciled CDLs failed. $30.4 million and a 30-day clock

Minnesota’s sampled non-domiciled CDLs failed at about one-third; FMCSA named 30 days and up to $30.4 million if the program does not come clean.

What the notice actually said

A Twin Cities drop on I-94 still has a window. FMCSA said about one-third of reviewed Minnesota non-domiciled CDLs were issued illegally, and that sentence does not rewrite Part 395 on the dock.

Treat this like the New York audit page: a sampled non-domiciled failure rate plus a funding threat. It is not a ban on Minneapolis live-loads, and it is not “one-third of all Minnesota truckers.”

Thirty days to pause issuance, revoke what cannot stand, and come into compliance — or risk up to $30.4 million. That clock is a state-program window, not a national HOS change.

Upper Midwest freight is home turf. A DMV finding is still a DMV finding, not a gate on I-35W.

Pause issuance is the first corrective box. A new non-domiciled Minnesota card cut while the purge is supposed to be running is a file we will not argue at the scale.

What it changes on Monday

Minnesota sits on lanes we actually quote. We verify the license the same way we do on a Milwaukee empty — card, status, Clearinghouse.

MN-based applicants: bring a license that matches federal non-domiciled rules. We will not argue Governor-versus-USDOT in a rate confirmation, and we will not paste a 30-day clock onto an Illinois scale.

Upper Midwest is home turf. Start at Midwest / Chicago, then tender through Get a Quote or the broker packet.

Parent file: the June nationwide audit. Reading order so clocks stay in their states: then the states.

What we will — and will not — do

We will quote Minnesota when the empty fits and the driver is legal. We will not invent an I-94 embargo, and we will not staff a non-domiciled card the state has been told to unwind.

We will not move a Minnesota 30-day clock onto a Wisconsin CDL or an Illinois appointment. Each state chapter stays in its folder.

FAQ

Does this stop I-94 freight?

No. A sampled non-domiciled finding is not a corridor closure. Quote a legal truck.

Citizen MN CDL?

Not this audit’s target. The sample is non-domiciled records, not every Minnesota Class A.

One-third of what?

Reviewed non-domiciled records, per FMCSA. That is not one-third of all Minnesota truckers.
