What the notice actually said

After ELDs hit nearly 99 percent compliance, FMCSA asked how to change hours of service. Electronic logs made certain rules — agriculture among them — bite harder. That is the ANPRM in one line.

Congressional ELD mandate first. Then the industry could see exactly where Part 395 pinched. An Advance Notice of Proposed Rulemaking is how an agency asks before it rewrites. It is not a 14-hour holiday.

Public comment, then the 2020 four-part final rule: break, sleeper, adverse, short-haul. The 2025 pilots are a later, separate study. Do not quote this 2018 ask as “HOS is optional while they think.”
