What the notice actually said
Paper logs had two years. FMCSA adopted the ELD mandate: automatic recording of driving time, engine hours, movement, miles, and location. About 3 million drivers off paper within two years.
MAP-21 directed ELDs. This is the adoption announcement. Technical Appendix A is what later revocations enforce. Smartphones are allowed only if they meet the spec and sit on the registered list. A phone with a new sticker is still an identifier problem if it is not listed.
Harassment language exists because ELDs can become a whip. Coercion is the sister rule. Canadian and Mexican drivers need ELDs on U.S. roads too. The cited net benefit was more than $1 billion a year, mostly paperwork — not a linehaul gift.
December 18, 2017 was the big date. AOBRDs got until December 16, 2019. A 2026 revoked-device list is the same mandate’s hygiene.
A later exemption exists for certain pre-2000 iron. Our fleet is 2020-plus Volvo. We did not need a grandfather, and we do not sell paper-log nostalgia.
What it changes on Monday
We do not use the ELD to dare a driver into illegal hours. Appointments exist. Coercion is the sister file when a dock clock is the whip.
