What the notice actually said

A shipper email from Lathrop that says “California lost two hundred million” is already mixing files. USDOT’s “time’s up” release is the check that did not go out: about $160 million in NHPP and Surface Transportation Block Grant money after California missed the January 5, 2026 cancel deadline.

California had agreed to revoke illegal non-domiciled CDLs. FMCSA said the deadline passed. Expiration dates years past lawful presence — including a cited Brazil-issued passenger/school-bus endorsement case — is the failure mode the department is describing.

The October 2025 MCSAP action of about $40 million is English Language Proficiency. Different statute, different restore condition. Keep them labeled or you will quote a fake West Coast surcharge.

About $160 million is highway-formula money. It is not MCSAP inspection grants, and it is not a gate on a legal empty into Lathrop.

The audit backstory: 20,000-plus active non-domiciled CDLs issued in violation; 17,000-plus in the cancel demand. Those counts are the CDL file, not a census of every California Class A.
