What the notice actually said
A grant voucher that does not get paid is a budget event. It is not a new driver qualification, and it is not a gate that closes every California consignee. October 15, 2025 is the date FMCSA withdrew approval of California’s FY24 and FY25 Commercial Vehicle Safety Plan and stopped MCSAP reimbursement — more than $40 million — over English Language Proficiency.
USDOT’s California-specific release is a funding hammer: if a state will not enforce the federal ELP standard, MCSAP money stops. The restore condition is operational. Inspectors must actually run ELP and place failures out of service. A compatible standard on paper without roadside OOS is not the path the department described.
The cites are 49 CFR 391.11(b)(2) for the driver qualification and 350.231 for withdrawing plan approval. Those are the same ELP file as June 25 and the August three-state notices. This page is the California check that did not go out.
