What the notice actually said

Day 91, the interstate lights can go out. Final rule effective April 16, 2000: interstate owners, operators, brokers, and freight forwarders who skip FMCSA civil penalties — or a payment plan — face a prohibition on interstate commerce starting the 91st day after the due date.

Civil penalties only work if non-payment has a consequence. This rule is that consequence. Keep operating and you can lose registration. Additional penalties if you keep rolling. Revocation in some cases.

Chapter 11 debtors get a stated carve-out. Old delinquencies were not retroactively swept unless a new final order issued on or after the effective date. Confirm current text before you treat a 2000 sentence as today’s bankruptcy advice.
