What the notice actually said

At 21:00 on a weeknight the next TA on I-80 is already a rumor. The driver has clock left, a legal spot to find, and a choice that is not really a choice: park illegally, or burn the rest of the 14-hour window circling a full lot. That is the problem the parking slice of the June 27, 2025 package is aimed at — not a cheaper DAT print.

Secretary Duffy’s release bundled parking grants, HOS-pilot language, digital-tool upgrades, and a withdrawal of the heavy-vehicle speed-limiter proposal. The parking number is the one a driver feels in the window: more than $275 million toward expansion, because the department says 40% of truckers spend over an hour a day hunting a space. An hour of hunting is an hour you do not get back for a morning live-load.

Florida’s I-4 corridor is the named project. Volusia, Seminole, and Osceola Counties get $180 million for 917 spaces. That is a specific count on a specific interstate. It is not a Midwest inventory, and it is not a promise that I-55 or the Chicago-area lots grow overnight.

Midwest freight still lives on shipper yards, whatever the next travel plaza has left, and the lots we already know are tight after 16:00. Illinois docks still close when they close. A construction pipeline in Osceola County does not change that sentence this Monday.

What it changes on Monday

When we quote a Chicago live-load, parking is already in the appointment math. We do not assume a legal space will appear because a federal package named a dollar figure. We assume the lot is full and we build the window so the driver is not hunting at 21:00 with 45 minutes of clock.

A grant in Osceola County does not move a Joliet window. If a shipper wants a 06:00 live and the previous delivery is a late unload in Indiana, the constraint is still HOS plus a place to shut down — not a press-release map. Say drop versus live on the tender. That one field is worth more than a parking headline.

If a future Illinois rest-area project lands with a mile marker we can use, we will put it here. Until then, deferred windows are how we keep the 14-hour from becoming a ticket. See appointments when the dock is the real clock, and Midwest lanes when the empty is already in our backyard.

Brokers who treat this release as a reason the linehaul should come down: hang up. Parking grants do not change what a tractor-mile costs. They might, years from now, change how often a driver burns an hour looking for a stall. That is not a fuel surcharge and it is not a discount.
