Pennsylvania was told $75 million sits on non-domiciled CDLs. Same audit, different DMV

FMCSA told Pennsylvania that nearly $75 million sits on illegal non-domiciled CDLs and CLPs if PennDOT does not revoke and repair the shop this cycle.

Pennsylvania was told $75 million sits on non-domiciled CDLs. Same audit, different DMV

What the notice actually said

The scale on I-80 east of the Ohio line does not reprint a DAT board because PennDOT is in a newsroom release. FMCSA’s November 20, 2025 Pennsylvania notice is a state-program finding: sampled issuance failed federal non-domiciled rules, including status verification.

It is not a blanket “no Pennsylvania freight.” A live-load in Harrisburg still moves if the truck is legal and the driver in the seat holds a credential that still exists.

Read it next to the emergency interim rule — later stayed in part by the D.C. Circuit — and the February 2026 final rule. Three legal steps, one operational question: is this driver’s license still good.

Nearly $75 million is leverage on a DMV. It is not a linehaul print for a Chicago-to-Allentown empty.

Commercial Learner’s Permits sat in the same audit as full CDLs. A CLP that should not have been cut is still a file, even if the holder has not taken the skills test yet.

What it changes on Monday

Pennsylvania metro is a real lane for us. We verify the card in the book before the truck rolls, the same way we do on an Illinois empty.

A PennDOT non-domiciled CDL that a state later has to unwind is not a problem we cover with a cheaper rate. If that specific driver is pulled, that truck sits; the next legal truck does not inherit a surcharge.

What we will — and will not — do

We will quote Pennsylvania when the empty fits and the license checks. We will not staff a mystery non-domiciled card to save a day, and we will not invent a “PennDOT fee.”

We will not argue Governor-versus-USDOT in a rate confirmation. The hire bar stays the same: CDL we can see, Clearinghouse, miles.

FAQ

Is $75 million already gone?

The release is a warning if the state does not revoke and correct. It is not automatically the same as a completed New York withhold.

Citizen PA CDL?

Not the file this audit is about. A Pennsylvania-domiciled citizen CDL is a different credential.

Does this delay Harrisburg?

Only if that specific driver is pulled. A legal truck still quotes like any other PA metro lane.
