What the notice actually said
Charlotte live-load, Monday morning: the dock still wants a time, and USDOT still wants a DMV that can follow federal non-domiciled rules. FMCSA said 54 percent of reviewed North Carolina non-domiciled CDLs were issued illegally.
USDOT grouped North Carolina with California and Pennsylvania as audit examples. Fifty-four percent is the sample, not half of every CDL in the state, and it is not a DAT print you can paste onto a rate.
The punch list is operational at the licensing shop: pause new non-domiciled issuance, find every unexpired bad credential, revoke or reissue if they can be made legal, and audit the programming that allowed it.
