What the notice actually said

Read this before the $73.5 million withhold page if you want the audit story without the check. March 13, 2026 is demand-letter energy: a sample, a default in the DMV system, and a warning that highway funds sit on whether New York revokes illegal non-domiciled credentials. The sample finding is the sentence people misquote. Over 50% of reviewed non-domiciled licenses were issued illegally. That is not “over half of New York truckers.” It is a reviewed subset of non-domiciled records. Administrator Barrs called the 2025 CDL audit a grossly unacceptable deviation from federal CDL rules. NY DMV’s admitted 8-year default on non-REAL ID commercial licenses — regardless of when lawful presence expired — is the first failure mode.
