What the notice actually said

The Clearinghouse only works if the people who query and report are who they say they are. A database with millions of users is a fraud target. FMCSA’s April 27, 2026 change is aimed at the professional accounts — not at inventing a new hoop for every CDL holder who already came through a state licensing system.

IDEMIA is the identity-proofing vendor named for Medical Review Officers, Substance Abuse Professionals, third-party administrators, and employers. If a TPA cannot complete that proofing, they cannot play in the database until they can. That can slow a consortium. It should not be an excuse to skip the query.

Drivers’ path remains the state CDL system. The release is explicit enough on that point that we will not turn this into a “new Real ID for every applicant” rumor. Later phases for more user types are flagged; when those land with dates, they get their own sentence. This page is the April 27 professional-user wave.

The underlying hire rule did not move. Before someone sits in a safety-sensitive seat, we query. A prohibited status is a no. A locked-out TPA is a vendor problem. A screenshot from a Facebook group is not a query.

What it changes on Monday

We query before hire. If the Clearinghouse is the reason a candidate is a no, we say no. We will not take a screenshot, a text from a previous dispatcher, or a “my TPA is locked out, just start me” as a substitute. A delayed start is cheaper than a prohibited driver in a 2020-or-newer Volvo.

If our query path is down, we wait. We do not skip. That can move a Monday orientation by a day. It does not move a live load with an unqualified person. Applicants who want a straight answer can start at Drive With Us and expect safety to read the file — including a violation history that has a real return-to-duty path.

Third-party administrators who cannot finish IDEMIA need to finish IDEMIA. We will not invent a side channel, and we will not let a consortium outage become a reason to “temporarily” skip 382. Brokers asking whether this delays capacity: only if a specific hire is waiting on a query. The trucks already on the road were queried when they were hired.

Individual Clearinghouse records are not a gossip file. The announcement is public. The driver’s status is not something we post on a rate confirmation. See the packet if you need authority and insurance, not a drug-test story.

What we will — and will not — do

We will keep querying, and we will keep saying no when the database says no. We will not build a workaround because a TPA is locked out or because a lane is uncovered. Return-to-duty is still the regulation, not a Pride USA exception.

We will not discuss another driver’s Clearinghouse record with a shipper as entertainment. If a truck is late because a hire fell through, you get a late and a cover decision — not a medical-review narrative.
