What the notice actually said

A withdrawn proposal is a paperwork event. The truck on I-94 still has a governor, a posted state limit, and a carrier policy that an underwriter has already priced. That is the file this page is about — not rest-area grants, even though both items sat in the same June 27, 2025 release.

USDOT said it is withdrawing the proposed speed-limiter mandate for heavy vehicles. The department’s line is that a hard cap below traffic speed is a hazard. Buried next to parking dollars and HOS-pilot language, the limiter item is easy to misread as a blank check. It is not.

An NPRM that does not become a final rule means that particular federal mandate is not advancing in that form. It does not erase posted limits on a state highway. It does not erase an ELD speeding event. It does not erase a fleet’s own setting.

Parking grants in the same package are a 14-hour and lot-capacity story. This page is equipment and policy. If a broker forwards the release and asks whether we can “run open,” the answer is the number on the landing, not the newsroom headline.

Withdrawal of a proposal is not permission. It is the absence of a new federal cap in that form — company, state, and insurance limits remain.

What it changes on Monday

Brokers asking whether we can now run 85 — no. Our published company limit on the dry van, flatbed, and conestoga landings is 73 mph. That is a fleet and insurance number. A dead federal proposal does not rewrite it, and a rate confirmation will not either.

Monday’s quote still assumes that speed, those miles, and a Motive ELD that will show what the truck actually did. If a customer wants a faster transit than the limit and HOS allow, we pass. We do not sell a fantasy ETA and then argue with the governor.

What we will — and will not — do

We will not sell “no limiter” as a service. We will sell on-time dry van from Lake Bluff with a company speed we can stand behind when the insurance auditor asks. The job pages still list 73 mph.

We will not treat a withdrawn NPRM as a reason to loosen ELD coaching or to argue with a state trooper about what federal law used to almost require. State law and our policy still apply on Monday.
